I just heard a refreshing story on CNN. California pet owners are now required to spay or neuter their pet by age 4 mo. or face fines and community service. The state euthanized around 15,000 animals last year. There are exemptions for breeders, show dogs, and service animals.
I wonder how this law will be enforced. I am interested to see if this will spread to other areas of the country. I think it is a step in the right direction in the struggle against pet overpopulation. At the very least it is bringing attention to the matter.
I would like to see more regulation placed on pet breeders as well. It makes sense to have these facilities regulated and routinely inspected. Why are we attacking the problem from the end result of animal abuse/exploitation (arresting those who we catch abusing animals) rather than practicing prevention so that abuse/exploitation doesn't have a chance to happen?
