California pet owners are now &lt;span id="{48A505DE-AE66-4784-AE6D-B593BE788740}" style="font-weight: bold;"&gt;required &lt;/span&gt;&lt;span id="{83ED8ADC-4C25-46C7-8FD7-8067C6805572}" style="font-weight: bold;"&gt;to spay or neuter&lt;/span&gt; their pet by age 4 mo. or face fines and community service.  The state euthanized around 15,000 animals last year.  There are exemptions for breeders, show dogs, and service animals.&lt;br /&gt;&lt;br /&gt;I wonder how this law will be enforced.  I am interested to see if this will spread to other areas of the country.  I think it is a step in the right direction in the struggle against pet overpopulation.  At the very least it is bringing attention to the matter.&lt;br /&gt;&lt;br /&gt;I would like to see more regulation placed on pet breeders as well.  It makes sense to have these facilities regulated and routinely inspected. There are so many reason pet adoption should be the 1st choice for finding new pets.  Besides the fact that you will get a beautiful, grateful pet, here are some reasons to always consider adopting a pet rather than buying a pet at a pet store.&lt;br /&gt;&lt;br /&gt;1.  Help shut down the in-humane practice of puppy mills.  Puppy mills create a miserable existence for dogs forced to repeatedly breed in typically very unsanitary conditions.  Worse yet is the fact that once these animals are past their "prime", meaning they are no longer producing, they are often put down.  It is a sad life in a puppy mill.&lt;br /&gt;&lt;br /&gt;2.  Pets adopted through a rescue or shelter are already spayed and neutered and in most cases are current on their shots.&lt;br /&gt;&lt;br /&gt;3.  Many adopted pets are usually already trained and housebroken.&lt;br /&gt;&lt;br /&gt;4.  You will feel great about helping an animal in need!&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;I believe there is a misconception that rescue dogs were given up to shelters due to bad behavior. &lt;/span&gt; Most often the is NOT the case at all.  Sadly, most shelter and rescue pets end up homeless because their humans did not take the responsibility of pet ownership seriously.&lt;br /&gt;&lt;br /&gt;Once again, please consider adopting your next pet from a shelter or rescue.
